Combiner Operation

Camanos have a combiner for charging and combining batteries with the starter battery is low. Yesterday went to start Wildhare and got that starter relay click but no go. Batteries had been good when I checked on previous visits. I checked the start battery voltage and its at 10.5 volts. Boat had been plugged in with the charger on. Battery was only 18 months old and had fluid in all the cells. Replaced the battery and I noticed the red light on the combiner was lit. According to the Sure 1315 docs this means "This lamp will illuminate when the auxiliary start function is activated". Does this mean it connecting the batteries together all the time? Any one know if this is the standard state?
