Do we need a US Customs Decal?

So, our boats are 28' but called "Camano 31s" because of the anchor roller and the swim step. US customs requires annual Decals for boats over 30'. I have asked them how they determine the length (hull only or with swim step) but they just say "contact your Port of Entry".
Does anyone have a definitive answer to this?

Mike, Like you said the Hull length is 28 feet. The rest of it does not count. If your boat is documented you will see the Hull Length listed as 28 feet as well. The manufacturer determines Hull length. The rest of it is determined by salesmen and marinas for payment.
I know some say size matters however in this case the smaller of the two is the number as far as customs is concerned.

I am documented, and confirmed the length as 28.
One less thing to worry about ;-)

This is interesting.

What does documented mean?

My Camano when I bought it had US decals on it, even though it was Canadian moored???

Can you help me understand better?

David,
In the US, you have choices as to how to prove ownership of your vessel. State Title, or you can apply to become a "Documented" vessel with the US Coast Guard, in which case it is National/International proof of ownership, and during time of war, the Coast Guard can call you into service. If your vessel is 30+', you are required to also purchase a yearly "Customs Decal", and have to give them the valid decal # when you re-enter US waters.
It makes international travel easier, or interstate travel for that matter.
All the vessels I have owned were Documented, and the last one before the Camano was 33', so I was seeking clarification on whether or not Harmony needed a Customs Decal.
The answer is NO, because she is officially 28'.
